Strange Wagons

This is an image taken from Google Streetview. The location is Varna, Bulgaria. Does anyone know what these wagons are / were for?

They also seem to have a functioning turntable and roundhouse!

I don't know what they are but...they are AWESOME!. I would love for either Plarail to make these or find some Hornby/Dublo models that can be converted.
i don't think it is a cement carrier.  If you look at the cement trucks, they have to constantly spinning to prevent the cement from forming into solids.

Cement = dry product, not the wet stuff in trucks, that is called concrete.
