I don't recognize....

I recognize all the other stackable Tomy buildings but don't recognize the one pictured below in a Layout posted on YouTube. In addition I also haven't seen a blue roof for the Tomy stackable buildings either, rare??? Anyone recognize the building with the people on it or could it be a custom non-Tomy with a Tomy stackable roof affixed to it?
