It would've been nice if we knew more about these packs when they were shown, and even what their names where and what the final product actually looked like, since Scruff and Flynn resemble their 2010-2011 selves with the 2014 wheels, so I believe they are prototypes. It seems that these images were released to the online store who placed them up earlier than intended, and now fans like us have reproduced them all over the place so Fisher-Price can't hide its secrecy now.

Hmmm...is Sampson based on a real train? He looks unusual.
Howdy Super!
Samson, as are most Thomas and Friends characters, is based on an actual locomotive. Pictures of the real engine have floated around on Twitter occasionally, and it appears to be an engine that works shunting cars in yards that are located within mining facilities.

Thanks for the picture, Super.
Definitely a robust little engine for shunting; if only he were made in the old range. I'd love to have that trundling about my layout.

You have a layout?
Oh, I wish. I'd probably need a very big room to make it, as I enjoy having a large area for shunting, a fairly sizable station, and at least 3 - 4 mainlines where I can have engines running.
