In a later tweet he says it's in Kanagawa Prefecture (just west of Tokyo centre).

Try searching "プラレール bookoff super bazaar" in google images, you'll end up in places like this....



My bet is it's one of them, there are a number of them in the right area.

sadly the plarail store in my city is gone after the mall was demolished for redevelopment.
