The mystery man

I just opened up the Plarail Emily coach set to check its contents and condition, which was discribed as "excellent"...the box, is beautiful and like new, the inner box is pristine too, the features look new and the stickers were put on precisely with zero play wear at all, and Emily and her coach seem unused...BUT when I opened up the station office to look for the plakid Conductor I found this weird little mystery man instead!!
I don't recognize him? I've never seen such a tiny little delicate figure before, or know what range he is from? I wish the original Plakid had been inside to keep the set complete, but I also really really like this guy too!!
He's actually more to scale with the trains, and is perfect scale to Caroline's phone booth. Can anyone tell me who and what this little mystery man is?

I have seen these smaller figures many times in the Japan Auctions, I always thought they were the original PlaKid people but of course, I could be wrong.

I do recall seeing a set listed once or twice in the Japan Auctions that included some of these. I remember this because it was one of those Ah Ha moments when I said to myself thats where they came from. Ucwepn...didn't you put one of these guys in your Sampson mod? https://www.youtube.com/watch?v=S0swWV9V5i8

Well, that general design is a bit more realistic. No idea of what he came from.

Ucwepn's are more detailed...this guy is a bit more crude, with no hair, and a simple 2 dot/curved line "smiley face", and kind of brittle..I think he might be a knockoff of Ucwepn's type.
