I briefly wondered how that one had eluded us, but of course the clue is in the name. It's Tomica, not Plarail, though the distinction is debatable where road meets rail:

The Tomica Ferry must be a re-release as I have one from quite a while ago. There were a couple made with different colors and stickers and also variations in style.

what type of battery does the railway crossing uses?  Also does it only come up one or two?

As for the boat, does it actually float lol?

I have one from quite a while ago.

"When you press the button, the barrier goes down and the two LED lights flash along with the clanging sound. Press the same button again to raise the barrier and stop the sound and LED lights." (TakaraTomy).
It uses 2 x AAA batteries (Amazon).

But, "Plarail SC-02 JR Kyushu WAKU WAKU ADVENTURE" (the latest of the Waku Waku's) is released 21st January 2021:
