I can't find too much about the Yurakucho 7000 other than its early 2000's (stamped 2002) and has red wheels. There are a few different models...and orange striped model w/ lights, and also the metallic silver model w/green stripe that Leyland mentioned.
They are very similar to BART trains of the San Francisco area here in California.
I did find a web site in Indonesia that had lots of Plarail info about these but unfortunately I am unable to read it.
