Who is this Character?

Super, Vinny is based on Canadian National Railway's U-4-a 6400 class. One of the units has been preserved and put on display at the Canada Science and Technology Museum in Ottawa. I happened to have a photo of it. See below. Yes, it has face guards. It is probably used to help maintenance workers to change the light bulbs or something.
