What is this & Why?

I can find many places that are selling this version including Ebay and Amazon but none have a description where you can see what the gimmick is and the battery count. Did find one picture of the box front which shows lights but thats all and I don't see a mention of sound. So I am assuming that the 8 batteries and the word, transmitter, must be a translation thing. The box doesn't show a retail Plarail Model number so this must have been a special release maybe site specific and there weren't that many made to explain the high price. Although that doesn't explain why you can find so many for sale, new.

Mystery solved thanks to Wasinojensei. Only uses one 'C' battery with lights and no sound.
