Funny you should say that I saw an auction 'lot' earlier which had exactly one of those light blue motorised train coaches

Not that it means I know where they come from or what they go with, but I suspect it is just a variant of the green one already mentioned, maybe a special japanese release or something...

Did it happen to have anything else with it that may provide some more clues in what it may have some with?
