It it listed as a Not for Sale so I am guessing that its a give away at a 70th Anniversary Event.
I am trying to find more info on this can't find any but haven't looked hard. wanted to see if this was legit before I try to bid on it! anyone with concrete info let me know although I am assuming there will be more available this is probably someone selling it early before its promotional release.

If its like the hamburger wagon the price starts out really high for a giveaway train then comes way down when more become available. I can see exactly but it does have a year on the side but can't make out the last two digits. I am guessing the Japanese on the front says Plarail or Tomy but the side says Gullian.
well it has the Plarail Japanese logo on the front of the wagon, it would say Tomy on the bottom, yes I couldn't make out the last 2 digits of the year either.

I have bid on this just so our group knows I obviously need it for my 65th Anniversary parade set hahaha I must be losing my mind

Great research. I am curious as to why the hamburger on it. Now, looking at this real close, it appears to me that the top is a clear dome and the graphics may be just a folded piece of card stock on the inside. Would be nicer if it was paint but....what it would allow, if I am right, is making ones own graphics card with whatever they choose to on the car and using the existing one as a template. But then again I could be wrong....but why a hamburger? Maybe its the 70th Anniversary of a famous Japanese hamburger joint...LOL...That can't be right... did they have hamburgers in Japan 70 years ago?

Celebrate the 70th anniversary of Thomas with this... hamburger... car.... Yay? I mean I loved the Hamburger car from last year which is the only time a regular Plarail item has really caught by attention. Did Tomy realise how much I liked it and wanted to get my attention by putting it with Thomas stuff? Tongue This is going to be weird to write on the wikia.
