Tomy J-29 Horn Rail

First I have laid eyes on this and I am not quite sure what it does. It looks to be vintage Tomy (I think) with those type of risers. Any ideas as to what this does?

I thought this may have been a much older release. Looks like they re-purposed the bridge sides as they fit the regular 3 " risers with their pegs. I now know how to use those risers. I had quite a few of those included in a bulk purchase once and didn't know how to use them. Thought they were to some other train set and sold them. They actually look good as they grip the tracks for a sturdier and narrower fit. I must say that that sound is really loud...and annoying. Don't think I could put up with it and it doesn't sound like something you would really hear on the rails.
