I remember seeing photos and other videos of that. It was made by Kamenstein as part of a short lived range of "animated" kettles called World of Motion. Until I learnt someone had already come up with (and mass produced) the idea, I once imagined a Thomas kettle that would do exactly the same thing (albeit with the funnel as the spout). Thought that would be more likely to be released under Britt Allcroft than HiT or Mattel since the Schmid ceramics were made when she owned the rights.
Kamenstein also made two different merry go round/carousel themed kettles with moving horses, one with two flying rockets and a beehive one with spinning bees and another bee on the spout with flapping wings.
