There are various brands of oil or acrylic based paint markers that don't really "care" what the material or colour of the surface is. In other words, they can leave a consistent shade on different dark/light coloured plastic, metal, wood, paper, cardboard, foam, etc. surfaces without having to prime before painting. Unlike most permanent markers (which may or may not be opaque when used on non white objects, no matter how many layers), they typically have to be shaken when closed for the ink/paint to reach the nib. Similar to how a spray can has to be shaken before use/between sprays, but held upside down to make it flow into the nib. The only such markers I've ever owned have been silver and gold, and I have yet to actually see any in more "typical" colours where I live. Custom TrackMasters had a video that showed him using one to repaint boiler bands on a Percy, but it seems to have been set to Private/Members Only if not deleted. Note that some of the cheap types may not adhere very well and possibly rub off when touched, potentially smearing the hands or ruining the item's factory paint. I'd also recommend masking parts that shouldn't be affected, in case the marker would slip off the moulded lining, boiler bands or handrails. Leokimvideo also made this (very old) video that shows how to do it:
