How Flip-Face Percy could have still came out

The Flip-Face Percy didn't get released but I know some ways he could have got released. 

• I think he could have been an engine in a "Tidmouth Sheds Celebration set" with The Flip-Face Thomas with party flags 
  
• As a Hero of The Rails Talking Engine with the Cargo Truck he had in the movie and Gordon and Toby in the line too! 
  
• In another release of the Ice Cream Factory in different colors and a pink barrel
  

Well That's all I have on this subject other then being released in the Ice Cream Factory.
