What's the deal with 2 face variations of Bill and Ben?

I noticed recently Bill and Ben have 2 different facial expressions, however both expressions were applied to both twins, not just one each, anyone know why this was?

perhaps the factory just stuff the engine with whatever face available at the assembly line.  Both essentially have the same body really.
