He'd be a hard one to find for sure. He was only produced by HiT Toy Company from 2008-09, but he was sold in most countries. I'm not very good with understanding what is considered as rare because eBay sellers can overreact with their pricing.
billy is one i saw once in shops, and never again. dont think ive seen him, used, for sale locally, unless it was a huge bulk that i skimmed over. whiff is another one i would call rare, they came out at the same time here, i think with the thomas/hector pack?
i recall i had a whiff in a single pack as well as the 3 pack, whereas billy only came in a 3? the single i gave to a friends son to help him come to terms with having to wear glasses.

Yes Billy is definitely considered rare, because he was only made for one year, but what really drives up his price is his condition. The large size of the side stickers, and possibly poor quality of the paper stock causes most used ones to generally have dog eared stickers (same as Whiff), and also, his orange colored stickers are prone to fading too. To find a used one without sticker damage is very rare. That's why a pristine bnib demands such a premium.
They come up on eBay maybe only once month.

I got him as well. The Billy I got now, I got him in around 2009.

Billy used to be hard to find but they've been popping up a lot more lately. I've picked up 2 of these in the last month or so and have another on the way. The two we have now are in pretty good shape but we'll only keep 1 to cut down on the clutter.
