I think its a bit of a grey area to be honest, ancient laws allow for salvage of items washed up on the coast. I don't believe they have ever been repealed and of course although in any sane person's eyes its not right I don't think its technically illegal (tho don't quote me on that lol!)

In fact in the dim distant past it wasn't impossible to hear tales of 'wreckers' who would deliberately light fires to simulate a light house and causing a ship to run aground on rocks so that the cargo could then be 'salvaged'.

You would be amazed how much Plarail I can/have fit in a dufflebag carryon, the key is determination.
