Help Me Remember

My first change I had planned if I had received to two I ordered was to find some cheap blue or red tankers that had the cam on the axle that made the liquid move. For the life of me I don't understand why they didn't put that little piece of plastic on it and another they didn't since its already prepped for it. I can't remember if the two I had purchased had the holes in the wheels or not but that wouldn't matter because I have salvaged tons of black wheels for just this purpose.
