Japan could be very strict on parents who raise their kids to do that.  Recently, a Chinese couple brought their kids and rode a train.  The kids were standing on the train seats and they were admonished.  The Japanese person told them in Japanese trains, you don't do things like that.  So, magazines in Asia started using it as a way to teach people traveling overseas to watch over their kids.

But yeah, in Japan, the failure of a child is typically looked at as the failure of parenting and parents not teaching their children well.  Thus you see parents profusely apologizing and taking the blame for their children when things go bad.  [same with teachers if their students get into trouble].  But then you have a harsh other side of things as well...

But unfortunately, Tik Tok and Instagram has brought out the worse in a few of today's Japanese youth as of late.  Doing the most stupid things ever (laying on railroad tracks, throwing things on rail road tracks or licking sushi on the sushi served on conveyor belt - Kaitenzushi) to post on TikTok and Instagram stories.
