Yep, that's pretty much the rub, but ParcelForce have (according to reviews) form for doing this sort of thing...
I was never really aware of it, as I almost always go to pick parcels up myself from the depot so my mum or grandma don't have to worry about taking in large or heavy items on my behalf, but it seems to be true, at least in this case.
Still, I would take ParcelForce any day over FedEx, who took payment for my customs charges, then tried to bill me again for the same charges without my knowledge, until one day debt collectors (seriously) phoned me, threatening to come to my house unless I paid, until I told them it was FedEx, and the operator sighed, swore a few times, and then apologised profusely - Apparently FedEx had been piling them with frivolous claims for charges that had already been paid, wasting their time for no good reason, and causing loads of unnessecary stress for both them, and the parcel recipients.
Needless to say, I'm NEVER using FedEx international services again, although their domestic UK services are actually alright, sometimes cheaper than ParcelForce depending on the consignment.
Incidentally, ParcelForce are actually just the Parcels division of our national carrier, Royal Mail, so they're by default the EMS service in the UK, and any parcels sent internationally by them are considered as EMS.
