Non-motorised absolutely makes sense. Our youngest still prefers the pull-back trains because they're just easier for him to play with.
As for the short carriage (and possibly shorter wheelbase), I can't think of any reason for this in the setup shown in the picture.
The only improvement that could make would be in the case of longer sets, like when we tried joined E5+E6, and due to the total length and the fact that only the first car is motorised, it would often derail on a curved incline.
