@Fred_Pelhay, Well I know it may have been a custom, although I think it may be a bootleg.

On the place where the "learning curve" it says PEP (as seen in this higher quality image i found on webarchive).

Also, on a deleted wikipedia post it said that this is a "very limited edition toy" and it resides in Quincy california.
The box and bart looks too neat to be customs

Then again that's just what I think. You may very well be right abut it being a custom.
