Is that a TrackMaster hopper body on a TOMY tanker chassis with red wheels? Unless it's a custom, I've never seen that variant before.

Probably a custom. By sheer co-incidence I'm in the process of making some of these myself! I bought nine Wren hopper bodies a few months ago, one of them will be getting a Take & Play Hector face....
