梅小路プラキッズ Umekoji Plakids
From 5th April 2003, an event was held at the Umekoji Steam Locomotive Museum for about half a year to commemorate the release of Plarail C62 set. The backstory is here: http://plarail.age.st/report/umekouji.htm
I'm not a Plakid expert, so I asked my team and no one have ever seen the actual Plakids before as you need to attend that venue and those Plakids are not sold (but distributed). It is said that the Plakids made their first internet appearance in this auction that ended just a few hours ago: https://page.auctions.yahoo.co.jp/jp/auction/k461005966
For that price, it is definitely worthy to be called a true phantom gem of Plarail. But it is not made before the red TOMY mark era, so it will not be a true phantom gem.
