Thomas Figures?

Hello everyone... a youtuber by the name of: a_person_124 , ask me a question about a Thomas figure that was in the claws of a Bandai Tecs Diesel 10 in my the video in the link below, or in the photo below. I had no idea where he originated from i.e., manufacturer, set, model. So I told him I would ask the brain trust in all things Thomas for the answers.
