Seibu 9000 L train (limited)

I agree as the train is attractive. The only thing I know is that it was released in late December 2017 and was a special release not retail. The Logo is for the Saitama Seibu Lions Baseball team in Japan. I am not sure why this is so special but maybe the baseball team celebrated some kind of milestone and contracted Plarail for a train...maybe?
