Whoops. Yep he needed a new speaker too. And yeah when I took the wheels out the axel gear fell apart, I think it was cracked in a few spots that caused it to just crumble. So it would give the symptoms of doing nothing really. I have a few things I want to try on him to see if speed changes but definitely I want to make the action part consistent with him. These are not really speed champions or hill climbers but for some reason they appear to have a flaw that makes them very slow. The odd thing is, when the hit the track that activates and makes them speed up it is fine, then once that action is over it is back to being slow. I need to find which component is the culprit but I think the motor is ok.
