What I can tell you, is these figures are based around the Generation 5 games/series, and therefore not from the era of any of the Pokemon Plarail sets I know about about,

What I had thought was that these 2 Plarail Pokemon sets included the Pocket Monsters like the ones in the Lot I bought.
