I was just going by the looks as the yellow wheels and tan/ivory colored chassis looks like the older Plarail trains.

I don't know for sure as I couldn't locate one but since it has headlights I would reckon its after 2000. You may want to peruse Ripleys fabulous Plarail Yearly Catalog Collection to find these trains and the year they were released.
