Plarail Oliver rarity/availabilty?

Thanks for the insight, one thing I forgot to mention was I remember seeing Oliver mentioned in old battery instructions for some of the engines got when I was about 10 (Gordon, Henry, Toby, and Percy were the ones I got around then, and it would've been around 2004/2005). So for years I knew Oliver existed but I could never find him at the store. Eventually when I got internet access I found him. It took a few years to get him (I had to wait till I had a job and all that), but I got him.

Also I remember around the age of 11 wanting Emily (I was in the group of fans that liked her from the start) and Stepney, but I was under the impression they were only available in the UK and/or Japan. I had seen pics of them online, but never saw them in store, so I assumed I couldn't get them.

Then sure enough for Christmas, "Santa Claus", got them for me.
