To me it looks to be a very nice Photo Shopped picture. Look closely at the placard and the Thomas graphics is on a slightly different angle as the sign and you can see what is the original text behind the Thomas white smoke or cloud. Speaking of smoke there is also heavy smoke coming out of the cannon. The eyeballs are off to their position on the Tank and are covering what is behind them instead of painted. And like the sign graphics, the mouth is on a level angle to the photo and not following the angle of the Tank. Its nice looking and a cool idea if it was real...
