Depending on the printer you get, you can spend $200-$20,000+
There are free 3D CAD programs out there. There is a bit of a learning curve with CAD. I've never used a 3D scanner. I don't know if they've improved them. I know in the past the parts produced that were scanned had a lot more bumps/jogs/jags/dips in them.
I intend to make some really custom faces. I have a few video ideas in mind. I have some other parts in mind that I'm not going to disclose right now.
