Yes it appears to be a step up series for Trackmaster using the same track so kids can continue to expand the collection well into the future, the packaging does say "not for under 36 months of age" though I believe thats just legal speak to cover themselves if a child becomes injured by something in the set.

Maybe it'll just compliment the Trackmaster and be for younger kids, kinda like the Early Engineers line for the Wooden Railway...
