Ok, the opening is in the 19th century, as is the first use of steam locomotion. Adding the loop, was for the centenary. If you can get the first two, you'll get the last.

Pretty sure that's right, City of Truro appears in the first story ("Domeless Engines") of RWS book 13, "Duck and the Diesel Engine".
