Tomica Thomas with Bunting

Does anyone know where this Thomas came from? It’s a Tomica Thomas with a CGI face and party flags on the side (in the same style as the 60th Anniversary Plarail Thomas but different colors).

@Thara That’s what I thought at first, but this one has a CGI face which was only introduced recently. There are also several for sale right now which would be very unlikely if it was that one.
