Rarity of Trackmaster Patrick?

I came across a MIB trackmaster Patrick from Fisher Price for £28 and was wondering the rarity of that item, is it worth £28, well £14 + £14 postage from the US, I also wonder the rarity of an out of box version, is it in any way shape or form something to be considered 'rare'?

Plus VAT, plus VAT collection fee, that's a minimum of about £42 altogether, depending on who does the collection (Royal Mail, DHL, etc.).

@chrisjo it said no additional import charges so... But I'm more curious about if its considered rare or not since i've never seen one before
