WOW WHAT A FIND!! 
Does anyone here remember those snow storm engines by Fisher price? Well boy have i got something fascinating! 
Apparently a SNOW/ICICLE COVERED FEARLESS FREDDIE EXISTS!! 
He was never released by any company legitimately but a knockoff-ish release (a very good one) exists!! 
it has been done before that canned Fisher price items got illegitimate releases (FP Dodge and Hank) so this would actually make sense!

Could this be a dropped FP concept of Freddie with ice to go in the sodor snow storm range but was cancelled because of the revolutions?!

No leads or clues really. But becuase Freddie has the black running board, this makes snowy/icy Freddie a FP version made  between 2010 and 2014, right? And if so, it looks like the "record" only reflects one version of Freddie released during this era (Freddie with the blue truck). What sort of set would snowy/icy Freddie come in? It's definitely a question that begs an answer.

While a Walmart or Target exclusive pack seems likely, I reckon it would have been a good fit for the Deluxe Engines assortment. Just needs a pop out cargo car and action track piece. But I agree that the Sodor Snow Storm series makes sense.

So would it have been released at all or not?

Also, it does not really make sense for a snowy Freddie to exist: The only time he was ever seen in the snow was a brief cameo in 'Cool Truckings' in the background (left)

Yeah I'd say so, considering the SSS Range was one of the last things Fisher-Price did before canning their TM Classic lineup I'd say this Freddie was a likely canned SSS item. While on the topic of Snowy-themed items I'd also like to say that I feel like the TMR Snowy Gordon and Spencer were ideas for the SSS range but the ideas for them were brought over to TMR.
