Nope, he clips into a part of the docks and then you can use a little spinner thingy to spin him around and pick up cargo!

Very interesting BoCo

I have seen many, used Cranky's like this one available by themselves on Ebay but I didn't know it was actually sold by himself like you show. Excellent information and I see that instead of an orange or gray crate he has a stack of I Beams instead. Thanks BoCo.
