It seemed like he finally got his to work properly when he moved the one switch to the left beginning at the 10:05 mark of the video. Have you tried that? https://www.youtube.com/watch?time_conti...6iolFv984M

One key thing that I realized was that the red plunger piece is only depressed down for sucking up the water. When it is being filled into the Thomas it is the entire yellow part that slides up and down to put the water in.
Supers point out helped, he worked... Once...

I had to leave my room for about ten min, but when I got back I couldn't get him to repeat the action I got him to do in the video. https://youtu.be/Lex6mTKCXws Okay, so by flooding the engine, he reacts to receiving the water, but then he won't puff while in motion, or when stopping. This is so bothersome, my old model from when I was much younger worked well with the water, although the steam effect was rather weak, here, the steam effect looks decent although a white LED would be nice, but he work work properly. I don't know what to do... https://youtu.be/cjuHw5PHCPo
Okay, so I left him alone for several hours, as I was fustrated, and I did some other stuff. I came back, and just turned him on, and now he works somewhat perfectly, so, I don't know what happened, but I'm glad he works. Thanks for the help everyone.

Cumbersome for sure. I would like to know from Plarail/Tomy the reasoning for engineering this in such a complicated way when it is supposed to be for children yet adults have trouble with it too. Of course it would help if the instructions were also in English. Which brings up a good question...so many other items you can buy in this world have multi lingual instructions Manuals, why not with these toys?
