Have I seen this before??? Is there more to it like a powered car???

It is "Kiha 40 squid" from Plarail "JR Snow Country Train Special Set".
It is a rare vehicle produced only once in 2008.
It is a vehicle without a motor.

So I am assuming that the 3 on the top (in the box) aren't motorized either or do I see traction tires on the one featuring a Crab?

But as far as I can see they were not normally coupled in real life, they operated as individual rail-cars.
