Plarail promotional Kevin? - Tons of Trackmasters - 03-29-2021

So I was in a stream yesterday with Muddy Poppins and a plarail Kevin was brought up, we know that a small Kevin exists (the plarail one)

And he definitely looks like the best model of Kevin, not too chunky like the trackmaster HiT one, and not a literal engine like the trackmaster revolution one. 

However Muddy bought up a promotional version of Kevin which I found an image of on the wiki:

There appears to be a red triangle on the inside of the yellow victor version but not the promotional one according to Muddy...
Does anyone know anything else about the promo Kevin? Like how you were supposed to obtain him and what his purpose was?

Edit: He said it was released at events in 2018, and is different to the Kevin released in the Yellow Victor Set. It's different due to having less details than the one released in the set.

My research suggests that it was first distributed 4th August 2017 as a limited (3000) promotional gift to anyone who bought a Choo-choo Steam! Thomas Set ( 蒸気がシュッシュ！ トーマスセット) at Toys 'r Us. The set had been released 1st March 2017, maybe it wasn't selling well?

I don't really point to the wiki because I see room for improvement somewhere, but it's interesting if someone says they weren't able to find something or if something was confusing because it makes you wonder what you've done or how to make it better.
