Yes, they are. The Shinkansen is Kenji and the LMS Coronation is Duchess (not Duchess of Hamilton). Both will debut in Season 24. Unlike the original Kenji, this could easily be mistaken for Hugo (except he's not ugly and doesn't have a propeller).

I actually like Hugo.  An unique engine indeed but I don't dare to stand anywhere near his propeller.  I will be shred into pieces lol. 

I thought the tender and tank engines already long gone when the first generation of Bullet trains appeared in the world.  

I am disappointed at the Duchess' coach.  It has been released already.  Unfortunately, I have no idea which set the coach came with.

Hmm, a Shinkansen with connecting rods?  That's a novel idea.

Great observation Dr Chris and also, looking at your pictures, the one with the side rods has all gray wheels whereas the one in the box has all black.

Going by this Ebay Listing where they sold 3 of them (is he released?) one of the Buyers left Feedback "Exactly as described" so since his pictures show the gray wheels and side rods...would we assume that is what he will look like?

Does he have side rods in the show or can we surmise that Trackmaster got lazy and want to make all their chassis alike and swapable ?
