Edit: The answer was 'Victor's Big Splash', in which a Yellow-Liveried Victor speaks both English and Spanish.

Another fun fact: Other than the Thomas the Tank Engine Collection book, with the first 26 Railway Series issues included, the first edition of Henry the Green Engine is the only RWS book I own, after seemingly miraculously, it showed up on eBay in decent condition for 10 dollars less than a week after I learned of the original unedited version.
