I'm channeling Super from an old thread I found, but I think 28 gauge silicone wire is more flexible than the original wiring used in most of the trains with connected tenders. Super, of course, should correct me if I'm mangling his older advice!

Closest thing I can find to that is 30 gauge wire on a spool. Maybe that'll work?

C-Fused is right about 28 gauge silicone coated wire being the best you could use and is perfect for all trains where the wires run through a coupling and have to move a lot.
As another option is something else that works great and it has the black and red wire together so its easy to fit around small spaces. I have about 5 spools of this on hand so I never run out. One spool is probably enough for a lifetime but I never want to run out and find that it is discontinued.

You might also want to just jump those wires you can see to make sure it will work and nothing else is wrong before disassembling the the engine and tender to install the new wires.

I would agree with Duck. With the motor running can you turn Annie over to see the white axle gear? Is it turning when you hear the motor turning?

the white axle in the motor wasn't running
I opened up Annie and it's a fair bit dusty, also the black wire disconnected from the motor's solder point so i'll need to solder that back on. Think it's the black wire that runs all the way to Thomas so i'll have to replace it anyway.

With the on/off switch in the off position do the wheels turn?

Yes it does free wheel in the Off position.
Locks up in the On position so that mechanism is fine.

Hmmm, sounds like you will have to look inside the motor as something is amiss since the way it ran I would have assumed that it would not lock up with the switch on. Ripley may have a better idea
