The set version has the older siderods, and the single item version has newer siderods just like yours. And yes, the C-12 is not the main highlight, its the snowplough unit. I see it does say its compataible with Tomica World at the top of the box, but I guess they specifically aimed this at preschoolers under the Preschool Tomy line of products instead of just regular Tomy. The set also has similar contents to the Thomas Medium set, with just a slight difference in the layout where the bridge and station reside.
