Wildlife. Goats (one in The Three Railway Engines) are domesticated, so I knew it couldn't be that. Because birds are too obvious, I'll guess it's the elephant from Troublesome Engines (even though he was a circus animal).

I think I might have it now: Could it be fish (Tank Engine Thomas Again) or seagulls (Henry the Green Engine)?
It could have been the fishes in Tank Engine Thomas Again (Book #4, pp 28-33), but I discounted them because they're not actually shown in an illustration. However, you would have got a major prize and a serious shout-out if you had spotted the two seagulls following Terence as he ploughs/plows a field on page 34 of the same book.
